d-06-1998 d:ddPM FROM ENG. WEST ELK F1INE 970 9295050 P. 1
III IIIIIIIIIIIII III
999
Mountain Coal Company
West Elk Mine
Post Ofrwe Boz 591
Somerset, Coloratlo a1434
Telephone 970.929•St715
April 6, 1998
Ms. Susan Burgmaier
~ Colorado Division of Minerals and Geology
1313 Sherman Street, Room 215
Denver, CO 80203
RE: Subsoil Pile on Lower Refuse Pile; West Elk Mine; Permit No. C-80.007
Dear Susan:
Mountain Coal Company (MCC) has reviewed the Division's letter dated January
28, 1998 regarding the subsoil pile on the Lower Refuse Pile (LRP) and provides the
following additional information to the questions posed in the letter.
1. The subsoil pile in Sylvester Gulch, referred to as "Subsoil Stockpile -
Sylvester Gulch" on Table 36 will include reclamation of Phase V of the LRP.
However, the notation "Phases 1-IV & Road Relocation" refer to the
origination of the soil in the pile. Phase V required no excavation of subsoil.
MCC believes that the notation is confusing and will revise it to indicate the
destination of the soil upon final reclamation. Table 36 will be changed as
such when the revision for the as-built of the Sylvester Gulch Facilities is
,, submitted in the near future.
2. The volume listed in Table 36 for the Sylvester Gulch subsoil stockpile is
reasonably accurate, but most importantly, the pile clearly contains more than
the 15,165 CY of soil required for reclamation of the LRP. MCC is currently
working on a revision to provide the Division with as-built informazion on the
Sylvester Gulch Facilities Area, and a more accurate volume of this subsoil pile
will be included.
The "Road Relocation" referred to on Table 36 under the subsoil pile in
Sylvester Gulch refers to two different Sylvester Gulch road re-alignments or
relocations. The first occurred during Phase 1 of the construction of the LRP in
1986, The realigned road is shown on Figure LWP-002 in Exhibit S1. A
portion of the Sylvester Gulch road was moved to the east to allow for the
construction of the Sylvester Gulch subsoil pile. The second relocation
occurred at the beginning of Phase IV in 1989. The relocated road is shown on
Figure LWP-005 in Exhibit 51. .S new access road to the LRP was constructed
and later incorporated into part of the present main haul/access road. The new
