The plan to place
[ha stockpile in a drainage and utilize it an a sediment control
strutters would violate these basic priaolpals oP reclamation.
Additionally, a cover crop should be planted an a stockpile intended
!or long-term storage.
The seed mixture as given in the new material ie obviously is error.
Do you plan on drilling or breadeaetingt
,/,~. In paragraph 2,aBtep 2, it is unclear what material is being respread
and to what depth. All o! your soil segregation, stockpiling and
re~iatribution plane need to ba more epeeilic.
'- 10 Step 3 should be recorded to indicate that a particular rate will be
applied, and if soil testa indicate a change ie necessary, such change
will be submitted to the Board Por approval. When snd how will you
apply fertilizer.
~. Please confirm that all areas designated an affected land will be reseeded.
~: Please outline the measures taken to prepare the seedbed prior to seeding.
J~ Please describe in detail your mulching plans, llo you intend to use
\ straw mulch? Where?
14. The abandonment plan is ambiguous. All areas of surface disturbances
should be covered. Which roads will remain and which will be removed? All
buildings and structures not required for the post-mining land use should
be removed and all portals and other openings sealed.
~~ Ttie next to the last paragraph somewhat contradicts the rest of the
reclamation plan and raises several questions; i.e. Which areas are to ba
respread with soil-like material4 To what depth and from where2 Which
land disturbances are covered?
~, In several places in the reclamation plan acreage figures are tossed out
without description. (e.g. 31.8 acres) This serves to confuse the issue
of reclamation considerably. To clarify the matter, I would suggest that
you delineate each area of surface disturbance in the reclamation plan
and describe exactly what reclamation activities will take place on each
/ ~ ~ ~~1 area.
/~~-~J~'"" 17. When I visited the operatloa. I vas ahovn the former Bite of a revegetation
plot which had bean discontinued bacauae the water applied to the plots
was threatening the stability of the shale pile. Please describe past
mining drainage patterns oa the shale pile sad the rationale used to
determine that it will retain arability over time.
18. The plan speaks of isolating the spent retorts, however, gives no details
on the method to be used.
