HARTMAN AND CO., B.L. HARTMAN AND CO. <br />(LAND OWNERS); LANE 36, VINELAND AREA <br />PURPOSE <br />This is a one year review of Special Use Permit No. 1997-009 for Natural Deposits, Extraction, <br />and Processing, to allow a sand and gravel operation in an A-1, Agricultural (minimum 40 acres) <br />Zone District and S-1, Public Use Zone District on 2401 acres of private and State lands. This <br />review was continued from June 22, 1999 to July 27, 1999, at the request of Public Works <br />(Exhibit 4), and then continued to October 26, 1999 at the applicant's request (Exhibit 8). <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission APPROVE Special Use Permit No. 1997-009 with <br />all of the following conditions and notation as follows: <br />The applicant shall provide the Department of Planning and Development with a copy of <br />any and all Federal, State, or local permit applications, approvals, amendments, or <br />releases (e.g., air quality, MLRB, augmentation, etc.) pertaining to Special Use Permit <br />No. 1997-009 within 30 days of submittal and/or approval by the respective agency. <br /> <br />2. Prior to any mining activity being conducted, the applicant shall submit a detailed Mine <br />Site Area Plan that identifies the location of all electric utility lines, support structures, <br />and/or gas/oil pipelines traversing the permitted property which will require afifty-foot <br />safety buffer either side of the centerline. Said safety buffers shall be identified on the <br />Site Plan. <br />The applicant shall submit to the Department of Planning and Development a detailed <br />Mining Operations Plan that identifies the sequence and directions the mining activity will <br />follow.
