Upon reduction, lose, or failure of the treatment facility, the permittee shall, to the extent necessary to maintain compliance with its permit, control production, or all discharges, or both tmtil the facility is restored or m altemetive method of treatment is provided. It shall not be a defense for a permittee in m enforcement action that it would be necessary to Cult or reduce the permitted activity in order to maintain compliance with the conditions of this permit. 10. ~qr cer l)prration and Meinttutance TLe permittee shall at all times properly operate and maintain all facilities and systems of treatment and control (end related appurteaaaces} which are iasmlled or used by the permittte to achieve wmpliaaca with the conditions of this permit. Props operation and maintenance includes effective performmce, adequate funding, adequate operator smffmg and training, and adequate laboratory and process controls, including appropriate quality assurance procedures.
