<br />Summary of the Review Process <br />Enron Coal Company applied for a partial bond release under the Colorado Surface Coal <br />Mining and Reclamation Act for topsoil replacement and revegetation work completed at the <br />Meeker Area Mines. The mines are located in Rio Blanco County on State Highway 13, <br />approximately nine miles north of Meeker, Colorado. The mine areas, Northern #1 Mine, <br />Rienau #2 Mine, and the Refuse Area, are located in portions of Sections 29, 20, and 21 of <br />Township 2 North, Range 93 West of the 6th Principal Meridian. The operator requested that <br />25% of the bond be released on 16.24 of the 23.88 permitted acres, in the amount of <br />$122,929.00. <br />An application for Phase II bond release was received by the Division on August 18, 1992. An <br />amended application was received by the Division on August 26, 1992. The amended <br />application was deemed complete on October 6, 1992, when the Division received proof of <br />publication of the approved public notice. Enron Coal Company published notice of the bond <br />release application in The Meeker Herald once weekly for four consecutive weeks, beginning <br />August 27, 1992. The Division scheduled and conducted a bond release inspection on October <br />20 and 22, 1992. The Office of Surface Mining also conducted a site inspection on October 29, <br />1992. <br />The site inspection was conducted in accordance with Rule 3.03.2(2). Representatives of the <br />Division, Enron Coal Company, and owners of land within the permit boundary were present <br />during the inspection. <br />Meeker Area Mines 3 Phase II Bond Release <br />
