'c>~ 1 1r~,f::E4, <br />It has come to my attention that the Colorado mining industry is being <br />placed under a severe .financial strain by the requiring of constant re- <br />visions to mined land reclamation plans even though the changes in such <br />plans involve earth-moving activities Chat are not directly related to <br />the operation of an underground mine. <br />For example, the construction and installation of a truck scale facility <br />for an underground coal mine should be no different than the installa- <br />tion of a weigh facility for sugar beet processing. Yet, if an installa- <br />tion of such a facility occurs in an underground mine, your inspectors <br />are apparently requiring a complete technical revision to the existing <br />plans.
