concrete plug, reinforced with rebaz, was poured over the filled-in shaft, and, then, <br />covered with dirt. <br />BRL has applied for a partial Phase I bond release, designated SL-02, for the <br />reclamation work that has been done at the Bowie No. 1 East Mine and the Bowie No. <br />West Mine. The Division is still reviewing this bond release request. <br />The train loadout includes a scale, a truck dump, three silos, two conveyors, and a <br />loadout building linked to a rail spur. A small shop, sewage treatment and substation <br />are also located at the site. Although mining has ceased, the unit train loadout is still <br />being used occasionally. <br />All facilities and coal handling structures aze in compliance with the rules and <br />regulations. <br />III. Hydrologic Balance -Rule 4.05 <br />The drainage and sediment control system at the mine and loadout were reviewed for <br />compliance with Rules 2.05.3(4) and 4.05. This information is briefly described on <br />pages 27 to 40 and pages 48 to 50 of Rule 2.05. Substantial design detail can be found <br />in Volumes 8 and 8A, Sheet 6, of the Bowie No. 1 West Mine design specifications, <br />Volume 6, Map 6A-2C of the Waste Disposal Appendix, and Map 6A-SD of the <br />Reclaimed Configuration Appendix. <br />Findin¢s - <br />The applicant has demonstrated that sediment ponds and/or treatment facilities will <br />function properly to ensure that disturbed-azea drainage will meet the effluent <br />-imitations of 4.05.2 and the applicable State and Federal water quality requirements for <br />downstream receiving waters. <br />The Division has granted small area exemption status from use of sediment ponds to <br />seven areas of the Bowie No. 1 Mine due to the limited size of the areas and due to the <br />fact that ponds and treatment facilities are not necessary for the drainage to meet the <br />effluent limitations of Rule 4.05.2 and applicable State and Federal water quality <br />standazds for receiving streams and also due to the fact that no mixing of surface <br />drainage with a dischazge from underground workings will occur. The small areas to be <br />exempted are the Bowie No. 1 West Mine fill outslopes (north and south), Bowie No. 1 <br />West Mine vent fan site, training trailer area outslopes, the silo azea railroad outslopes, <br />the Bowie No. I main facilities fan area and the south portion of the highway coal <br />stockpile azea. Because of the reclamation activities and the building of two sediment <br />ponds at the West Mine portal bench area, the small area exemptions at the West Mine <br />fill outslopes (north and south) are no longer applicable.
