transfer tower, conveyor structures, and a truck loading station. These structures have <br />been demolished and either disposed of offsite or buried in place. Concrete foundations <br />and piers remain on site and will be broken up and buried in place. Two water tanks <br />(100,000 gallon and 200,000 gallon) remain on the north end of the disturbed area. In <br />addition, a fueling area, a sewer plant, and waste oil storage tank were part of the <br />facilities. The superstructure of the fueling area has been demolished and disposed of <br />offsite. The sewer plant and waste oil storage tank have been removed. The concrete <br />foundations of the fueling facility and the waste oil storage tank will be broken up and <br />buried in place. The coal which had been stockpiled at the crusher/screener bench and at <br />the highway coal stockpile next to the train loadout, has been transported by truck to the <br />Bowie No. 1 loadout and shipped out by rail. The highway coal stockpile area was <br />covered in one to two feet of soil and seeded and mulched in order to temporarily <br />stabilize the azea until final reclamation. The adits at the Bowie No. 1 main East Mine <br />were backfilled with compacted non-combustible fill in 2001. <br />Facilities at the Bowie No. I West Mine portal bench azea included three portals, a <br />warehouse, shop, fueling station and rockdust tank. A substation provided a power <br />linkage to the mine. All of the facilities structures at the portal bench area were <br />dismantled and removed offsite. Some of the equipment was transported to the Bowie <br />No. 2 Mine for use. Concrete foundations were broken up and covered before the <br />backfilling and grading operations began. The three portal adits were backfilled with <br />compacted non-combustible material in 2000. After structural demolition, the West <br />Mine portal bench area was backfilled and graded. The portal bench backfilling and <br />grading operations began in 2000. Because of site constraints, it was not possible to <br />backfill and grade the entire site in one operation. Complete excavation of the fill <br />material and removal of the East Roatcap Creek culvert would not leave enough room to <br />construct a new sediment pond to treat the runoff from [he reclaimed area. Therefore, <br />BRL decided to reclaim the site in two separate stages. <br />The first stage involved backfilling and grading the upper two thirds of the site and <br />leaving the East Roatcap Creek culvert and about 10 feet of cover fill in place. About <br />300,000 yds of fill were moved, with 10,000 yds remaining. This allowed enough room <br />to construct two new sediment ponds directly over the East Roatcap Creek culvert. <br />Once the upper area is stabilized with vegetation, stage two will begin. The remaining fill <br />over the East Roatcap Creek culvert will be excavated, eliminating the two new <br />sediment ponds. Then the East Roatcap Creek culvert will be removed. If needed, <br />another new, but smaller, sediment pond will be constructed at the down gradient end of <br />this disturbance. <br />A 200,000-gallon water tank and ventilation fan were part of the West Mine fan area, <br />which lies one-quarter mile north of the portal cut. Only the water tank remains. The <br />ventilation fan structure was dismantled and removed offsite. In 2000, the ventilation <br />fan shaft was filled with alayer ofnon-combustible material, followed by coal refuse <br />from the run-of--mine coal stockpile. The ventilation shaft was reworked because the fill <br />settled. After the fill stabilized, the shaft was topped with non-combustible material. A <br />28 <br />
