<br />Stipulations for Subject Permit- Con"t <br />Page 2. <br />,~ <br />STIPULATI~ -.Due to the timing of completion <br />of fills on the site and -the necessity to apply <br />seed during the spring season, fill slopes and dis- <br />-turbed areas were seeded end mulched prior to testing. <br />This was done with concurrence of the Mined Land <br />Reclamation Division. As discussed with the Division, <br />soil sampling and testing will be completed before <br />fall with fertilization if required in October or <br />November. Five ($} representative samples will be <br />composited from the 1) North spoil cover material <br />2) Ramp to spoil area fill material 3) Fill slopes <br />over portal structures 4) Disturbed down slopes, <br />:Lewis Gulch fill, and Middle Bench fill 5) Disturbed <br />areas and fills on the access road. <br />Samples will be gathered using a bulk core <br />sampler with samples taken at six (6) inch intervals <br />down to thirty (30) inches from random locations in the <br />designated areas. Area samples will be split and <br />sent to the Colorado State University for analysis <br />for PH, Salts, Organic matter, Nitrate, Phosphorus, <br />Potassium, Zinc, Iron, Lime, Texture and Sodium. <br />Twin Pines will plan and execute a fertilization <br />program based on this analysis. <br />STIPULATION NO 6 - fiwin Pines agrees to the general <br />standards set forth in Stipulation No 6. <br />STIPULATION NO 7 - No Response Required <br />STIPULATION NO 8 - No Response Required <br />STIPULATION NO 9 - Specific responses requested <br />are as follows: <br />a). Material excavated from the pond was <br />utilized in a berm around the pond. The top <br />soil removed has been stockpiled at the site. <br />To reclaim the area, the berm will be used to <br />backfill the pond, the area will be graded to <br />conform to the site contours, top soil replaced, <br />and the disturbed area seeded and mulched. <br />b). The existing highwall was excavated for <br />access to the top of the Tipple. This access <br />road is twenty (20) to thirty (30) feet wide. <br />The road will be backfilled with material from <br />the ramp area with a 2:'1 slope leaving a five <br />(5) foot berm for control of drainage on the <br />down slope. <br />
