8270~PALEONTOLOGICAL RESOURCES MAN~NEVT <br />~. <br />.O1 Purpose. file manual section provides policy direction, procedures, <br />and basic 3u!dance :or the management of pa Leontologlcal resources on <br />lands in Colorado administered by the Bureau of Land Management (BLM). <br />0: Cbject'_ve~. _'`:e ?3:eonto:og!ea: 3esources !!anagenect (PR~)'program is <br />designed to inventory, evaluate, and manage paleontological resources <br />o^ the public lands. These objectives will: <br />A. Ensure that paleontological resources are given full consideration <br />in land use planning and management decisions. <br />3. ~rcng:~ to BL4 planning system, develop paleontology management <br />plane to protect those paleontological resources of scientific <br />value ~r educational interest vhile avoiding unnecessary restraint <br />in other uses of the public lands. <br />C. Provide for uses such as scientific collection and research, <br />recreational and hobby collecting, and public edncational or <br />interpretive activities. <br />.03 Authority. BLM authority to manage and protect paleontological <br />resources are found in the following legislation. Unless specifically <br />stated, paleontological resources are covered by references to <br />"scientific values:" <br />A. The Su:_'aee Mining Control and Reclamation Act of 1977 (SMCRA). <br />Section 522 a (3 provides that lands may be declared unsuitable <br />for surface coal mining where significant damage could result to <br />'important historic, cultural, scientific, and esthetic values...," <br />B. Pederal Land Policy and Hanagement Act of 1976 (YI.PMA). FLPMA <br />provides the BL'1 with its basic management mandate for natural <br />resources. Section 103 (a) sad (c) requires that, through <br />multip:e-use, ec!entific values be addressed is [he management of <br />public lands and resources. Areas of Critical Ea~ironmental <br />Concern (ACEC) identify "lands where special management attention <br />is required to protect important historic, cultural, or <br />scenic values or other natural systems or processes." <br />Section 102Ca)(B) requires that acieatific values be protected and <br />S~ctloas 201(a) and 202(cl authorize the BLM to identify and manage <br />ACECs. These sections provide the basic mandate to manage and <br />protect paleontologic resources as scientific values.
