These ob~ec[ives will: <br />A. Ensure that paleontological resources are given full conai~ieration <br />Sn lan•i use planning and management decisions. <br />3. -nroug the 3;.`! p:anning system, develop paieoctology aaragemen[ <br />plans '.o protect those paleontological resources of scientific <br />value •r educational interest xhile avoiding unnecessary riestraint <br />in other uses of the public lands. <br />C. Provide for uses such as scientific collection and researc't, <br />recreational and hobby collecting, and public educational or <br />interpretive activities. <br />.03 Authority. BLM authority to manage and protect paleontologica]. <br />resources are found in the following Legislation. Onlesa specifically <br />stated, pa.?ontological resources are covered by references to <br />'scientific values:" <br />A. The Surface ?!icing Control and Reclamation Act of 1977 (SMCR~). <br />Section 522 a~(3 provides that lands say be declared unsuitable <br />for su-face coal minicg where significant damage could result to <br />"Important historic, cultural, scientific, and esthetic values...," <br />B. Federa' Land Policy and Mana3ement Act of 1976 (PlPMA). FLPMA <br />provides the 3L'! with its basic management mandate for natural <br />resour~?e. Section 103 (a) and (c) requires that, through <br />multip~ »ise, scientific values be addressed in [he management of <br />public lands and resources. Areas of Critical Environmental <br />Conce r (ACEC) identify "lands where special management attention <br />is required to protect important historic, cultural, or <br />scenic values or other natural systems or processes." <br />Section 102(a)CS) requires that scientific values be protected and <br />Sections 2C1(a) and 202(cl authorize the BLy to identify and aanage <br />AC°Cs. These sections provide the basic mandate to manage and <br />protect paleontologic resources as scientific values.
