However, the applicant has not provided to the Division details
of the method of data collection, frequency of collection, analytical
methods, or frequency of reporting. The Division, therefore, deems the
following stipulations necessary in order to find the applicant in
compliance with Rule 4.05(3). The following stipulations will ensure
that the applicant will collect and analyze adequate data to monitor the
effects of the mining operation on the quality and quantity of ground
water. Chemical parameters to be monitored are listed in Attachment 2 to
this document.
1) To monitor the impacts of the underground coal mining operation
on the quantity of ground water depleted from overlying strata the
Division requires the following stipulation.
STIPULATION N0. 2
AT THE END OF EACH CALENDAR YEAR, THE PERMITTEE WILL SUBMIT TO THE
DIVISION AN ANNUAL REPORT OF MINE INFLOWS, DISCHARGES, AND WATER
CONSUMPTION. THIS REPORT IS TO INCLUDE A DINE WORKINGS MAP FOR
EACH COAL SEAM MINED SHOWING THE LOCATION AND QUANTITY OF INFLOW;
A TABLE KEYED TO THE MINE MAPS WHICH SHALL CONTAIN THE SOURCE, (i
e. FAULTS, FRACTURES, ETC.) QUANTITY, DURATION, AND QUALITY (i e
pH, ELECTRO-CONDUCTIVITY AND TEMPERATURE) OF ALL INFLOWS; A TABLE
CONTAINING RECORDS OF WATER DISCHARGED FROM THE MINE, CONSUMED IN
THE MINE AND IMPORTED FOR USE WITHIN THE MINE; A DISCUSSION OF THE
WATER BALANCE WITHIN THE MINE; AND FINALLY A PROJECTION OF
HYDROLOGIC IMPACTS OF MINING FOR THE UP-COMING YEAR.
2) To monitor the impact of the underground coal mining operation
on the quantity and quality of ground water discharying as springs
and seeps, the Division requires the following stipulation:
STIPULATION No. 3
THE PERMITTEE WILL CONTINUE THE MONTHLY MONITORING OF SPRING FLOW
RATES, PH, ELECTRU-CONDUCTIVITY AND TEMPERATURE OF SPRINGS WITHIN
THE PERMIT ANU ADJACENT AREAS (EXCEPT DURING PERIODS OF SNOW
COVER). THIS DATA SHALL BE SUBMITTED TO THE DIVISION ON A
QUARTERLY BASIS.
