Section B -Rule 4 <br />Permit C-81-028 for the Keenesburg Mine has no sections labeled under a Section 4 of the <br />Rules. The operations plan is found under Section 2.05.3 of the permit. <br />I. Rule 4.01 General Provisions <br />The Division finds that performance standards and design requirements of the (renewed) <br />permit will provide for the scope and objectives of general provisions of Rule 4.01. <br />II. Rule 4.02 Signs and Markers <br />Descriptions of signs and markers are not included in the permit (not necessarily a Permit <br />deficiency). Signs and markers (appropriate) are erected and in place at the site (see monthly <br />inspection reports}. An entrance sign in compliance with the Rule is in place, as are topsoil <br />(topsand) pile signs. Boundary markers are white posts. <br />III. Rule 4.03 l Roads <br />A. Haul Roads <br />Hauling of coal has been terminated at the Keenesburg Mine, and there are no plans to <br />resume hauling of coal. Haul roads at the site have been re-classified to Access Roads. <br />(See Permit, Section 2,05.3, page 103.) [Rule 4.03.1(1)(e)] <br />B. Access Roads <br />Access roads have been designed, constructed and certified by a registered professional <br />engineer in accordance with 4.03.2. [Rule 4.03.2(1)(d)] <br />C. Light-Use Roads <br />Some light-use roads, in the form of trails, are permitted to be left in support of <br />approved post-mining land use. <br />IV. Rule 4.04 Support Facilities <br />No new support facilities are anticipated on the site. The construction of existing support <br />facilities has not damaged or caused disruption of oil, gas, or water wells or pipelines, coal <br />slurry pipelines, railroads, or utility lines, which pass over, under, or through the permit area. <br />The Division approved the existing facilities.
