Appendix B <br />Conditions of Approval <br />1. Road construction/reconstruction, trail improvement or drill pads construction will <br />include use of sediment control devices (berms, hay bales or silt fence,etc.) where needed <br />to control erosion. Temporary sediment control devices will be removed at the direction <br />of the Forest Service. <br />2. Public access in Hubbazd Canyon during drilling IP99-3 will be limited to foot and <br />horse traffic. <br />3. For transport of fuel to Hole IP99-3, fuel must be transported in small, leak- and <br />puncture-proof containers. The fuel containers must be securely strapped to the ATV. <br />4. For drilling of IP99-3, BRL will be required to stage materials and fuel on their <br />private land. <br />5. A closed drilling fluid system is required with sufficient storage capacity to contain <br />all liquids on the pad. Fluids will be evaporated before removing the fluid tanks. <br />6. Temporary roads will be approximately 14 feet in width. All temporary roads will be <br />returned to original contour and reclaimed at the completion of use. Temporary roads will <br />be closed to the public. Signage will be required on the temporary roads regazding <br />prohibited use by the public. <br />7. Contemporaneous reclamation techniques will be employed, whereby reclamation of <br />disturbed azeas will be conducted immediately after drilling where possible. In the case <br />of GVBs, the drill pad will be reclaimed from "drilling size" to "monitoring size" as soon <br />after drilling is completed as possible. <br />8. Where feasible, curvilinear boundaries will be used when constructing drill pads. <br />Drill pads will be designed to conform to the natural topography, and leave native <br />vegetation undisturbed as much as possible surrounding the sites to provide screening. <br />Vegetation cleared from drill pads will be stockpiled and saved, to be used during final <br />reclamation to enhance establishment of ground cover. <br />9. GVB structures will be painted to blend with the surrounding landscape and the chain <br />link fences will be slatted. The paint will be approved by the Forest Service. BRL will <br />be responsible for providing appropriate warning signs for danger of explosion, no <br />smoking, etc. <br />10. Traffic associated with drilling and monitoring operations will observe a 7 mile per <br />hour speed limit. <br />11. Personnel associated with drilling operations will wear blaze orange during hunting <br />seasons. <br />16 <br />
