Berry October 25, 1996 <br />Re: Signs <br />As stated in the Surface Blasting Plan in Permit Number C-81-022, <br />pages 2.05-17 to 2.05-17iii, approved by Minor Revision Number 29, <br />the surface blasting plan is intended to apply to isolated events <br />when blasting is required to be performed on the surface which is <br />considered incident to underground mining activities. Such <br />blasting will typically be limited to the excavation of rock to <br />facilitate miscellaneous construction activities and the demolition <br />of concrete foundations and structures. <br />Also as stated in the Surface Blasting Plan, on page 2.05-17ii, <br />blasting signs will be erected on all roads leading to the blast <br />site as required by Rule 4.02.6. A sign will be placed on the road <br />on each side of the blast site. The signs will be placed about one <br />half mile from the blast site. Since blasting activities will be <br />sporadic, the signs will be displayed at least 10 days before any <br />blasting activity. The blasting signs will be removed shortly <br />after blasting activities have concluded. <br />Oxbow Carbon and Minerals, Inc., Sanborn Creek Mine, takes <br />exception to the requirement of Rule 4.02.6(3) for placing at all <br />entrances to the permit area from public roads or highways <br />conspicuous signs which state "Warning! Explosives in Use" which <br />clearly explain the blast warning and all clear signals that are in <br />use and which explain the marking of blast areas and charged holes <br />within the permit area. We do not believe that signs placed along <br />public roads in areas unrelated to blasting activity should be <br />required, and would in fact cause unnecessary and unwarranted <br />concern by the uninformed public travelling the public roads that <br />may be within the permit area. <br />However, to be in compliance with Rule 4.02.6(3), blasting signs <br />are required at the same locations as the permit identification <br />signs. Therefore, we plan to place blasting signs at each location <br />where a permit identification sign is required. We are in process <br />of having combination permit identification and blast warning signs <br />made, and will have them installed at the proper locations as soon <br />as possible. <br />Sincerely, <br />°~~C~~., <br />Thomas C.
