<br />SUMMARY <br />THE REVIEW PROCESS <br />HISTORY <br />Initial site development work at the McClane Canyon mine was conducted under a USGS <br />approved exploratign plan effective December, 1976. The Colorado Mined Land Reclamation <br />Division (now Division of Minerals and Geology) issued a three year permanent regulatory <br />program permit on Apri16, 1982, fora 248 acre permit area. The existing access/haul road and <br />the portal bench fade-up developments were in place prior to issuance of the 1982 permit, and <br />no topsoil had been salvaged from these areas. This permit was renewed on July 5, 1985, for <br />an additional three year permit term. The mine was in temporary cessation from January 17, <br />1984 to November 17, 1988, when coal production resumed. On January 27, 1992, the permit <br />was renewed for a five year term. The 1992 renewal incorporated a permit revision which added <br />2,312 acres to the permit area, and proposed const~vction of a haul road which would connect <br />the McClane Canygn permit area to the adjacent Munger Canyon permit area (also operated by <br />GVCC). Coal has not been produced at the mine since 1992, and the operation was again placed <br />in temporary cessation on July 16, 199b. On March 3, 1993, the Division approved a permit <br />transfer from Salt Creek Mining Company to Grand Valley Coal Company. The operation is <br />cuttently (November, 1996) in temporary cessation. <br />There have been no enforcement actions issued for operations at McClane Canyon Mine during <br />the most recent permit term. <br />]996 PERMIT RENEWAL REVIEW <br />On October 4, 1995, the Division notified Grand Valley Coal Company (GVCC) that mining and <br />reclamation permit C-80-004 for the McClane Canyon Mine would expire on July 5, 1996. The <br />Division requested pursuant to Rule 2.08.5, that a renewal application be received in the Division <br />office on or before January 8, 1996. <br />GVCC's application for Successive Renewal No. 4 (RN-04) of Permit C-80-004 was received <br />by the Division on January 8, 1996. The application included certain modifications to the <br />hydrologic monitoring plan, updates to the Identification of Interests and Compliance Information <br />sections of the permit application, and a renewed certificate of insurance. The application was <br />deemed complete on January 16, 1996, and notices were provided to various local, state, and <br />federal agencies on that date. <br />Public notice of the renewal application was published in the Glenwood Post on January 31, <br />February 7, February 14, and February 21, 1996. Proof of publication was provided to the <br />Division on March 12, 1996. Comment letters were received from the Colorado Division of <br />Wildlife (DOW), and the State Historic Preservation Officer (SHPO), during the review period. <br />5 <br />
