Lnnp
Division D~reUOr
I mentioned to you last week that I was trying to contact Dr.
Corley to see if we were any closer to resolving his concerns about
signing the addendum to the April, 1993 agreement regarding work in
the West Pit. I finally reached Corley on the phone this morning.
We are evidently further from resolving our agreements than I
thought we were. Considering the financial and on-the-ground
status of the West Pit project and IML's East Pit project and Dr.
Corley's concerns and demeanor, I would say Corley's concerns
cannot be resolved.
To elaborate, here is a summary of my phone conversation with Dr,
Corley this morning:
I told Corley I was calling to see if we were getting anywhere with
resolving his concerns about signing the addendum to the April,
1993 agreement I sent him. He said he still had several concerns.
His biggest concern seems to be the condition of the roads at the
base of Chen's Hill and leading to the West Pit which were last
worked on by Preston Meese as part of IML's East Pit project. I
pointed out that the West Pit work was upstream from this area and
asked why we had to delay this work. He said this was because all
of the work was being done at the Division's direction.
Corley said he wanted to know how much money was left. I told him
we had not spent any Harrison Western money and I did not know the
current status of GEC funds because IML was working with those. He
said he needed to know how much money was left. I said I could
find out but did not understand why that affected the West Pit work
which will be paid for with Harrison Western money.
Corley then said he thought we had spent H-W money on the erosion
repairs Kessler did in the West Pit. I told him Kessler was paid
for that work with GEC money and reiterated my earlier written
notice to him that H-W funds would not be split for this task.
This was primarily because the erosion repairs and the drainage
repairs both occur in and out of the H-W liability area, and
because only 3$ ($120) of the erosion work was inside the H-W area
