the Rangely Times once a week for four consecutive weeks, beginning 13 September 2001.
Copies of the application were filed with the Town Clerk's Office at the Rangely Town Hall, and
at the Denver and Grand Junction offices of the Division. Written comments were received
during the review period from the United States Fish and Wildlife Service (USFWS) and the
Division of Wildlife (DOW). Neither of these agencies had any concerns regarding the proposed
permit revision.
The Division's adequacy review was conducted with the following sequence of adequacy review
letters, agency correspondence, and response submittals from BME.
27 August 2001- Notices of availability for review and request for comments were provided to
the Rio Blanco County Commissioners, U.S. Fish and Wildlife Service (USFWS), Colorado
Division of Wildlife (CDOW), Rio Blanco County Development Department, Colorado
Department of Public Health and Environment-Air Pollution Control Division (CDPHE-
APCD), Office of Surface Mining and theBureau of Land Management-White River Resource
Area.
13 November 2001 -The Division sends its initial adequacy letter to the Operator.
10 May 2002 -The Division received responses to the initial adequacy letter (dated 13
November 2001).
13 May 2002 -The Division sends additional permit infonnation regazding wildlife migration to
the USFWS.
15 May 2002 -The Division sends BME its 2002 Midterm Review. The responses contained in
the midterm review become a part of Permit Revision 04.
23 May 2002 -The Division sends BME a copy of the most recent reclamation cost estimate.
28 May 2002 -The Division received a concurrence letter (to Permit Revision 04) from the
USFWS.
20 June 2002 -The Division received a concurrence letter (to Permit Revision 04) from DOW.
21 June 2002 -The Division sends BME an addendum to the 2002 Midterm Review.
5 September 2002 -The Division received responses to the origina12002 Midterm Review
submittal (dated 15 May 2002).
16 January 2003 -The Division received responses to the addendum to the 2002 Midterm
Review (dated 21 June 2002). The Responses also requests a meeting with the Division to
discuss the reclamation ccst estimate and other outstanding issues related to Permit Revision 04
and the 2002 Midterm Review.
