Long
Division Director
Since we did not have much time at the end of last week's
inspection to discuss the areas we identified as needing attention,
I wanted to summarize those items here. The Division's concerns
and responses to those concerns can best be summarized in three
areas.
1. A technical revision to the permit needs to be submitted.
Four topics could be-addressed in this revision. They are:
a. The as-built designs for the Section 16
perimeter ditch need to be added to the
permit. Supporting documentation to
demonstrate that the diversion will pass
runoff from a 10-year, 24-hour storm event, as
well as any channel stabilization practices
required for channel stability should
accompany the design.
We realize that final design assumptions for
this diversion are dependent on the hydrology
modelling presently being prepared for
submittal. Colowyo might consider submitting
any revised permit materials associated with
that effort as a part of this same revision.
b. Treatment of storm runoff from the area of the
mine office building needs to be explained in
the permit. Since runoff from this area does
not pass through a sediment pond, the permit
needs to address the requirements of Rule
4.05.2(3).
