McLean: <br />This letter is in response to your application of June :, 1999, far a substitute water supply <br />plan for a gravel pit to be operated by Tony J. 8eltramo and Sons, Inc. ("8eltramo") in accordance <br />with 37-80.120 C.R.S. The required tee of $1,343 for the substitute supply plan has been paid. <br />According to information submitted, no ground water was exposed prior to January 1, <br />1981. Il is anticipated toot the wet miring operation at this site will expose a water surface area <br />no larger t~nan one acre. It is anticipated that the pit wi~l be back-filled upon completion of mining <br />operations so that, when the reclamation process is completed, there will be no post-mining <br />depletions. A permanent augmentation plan is, therefore, not required. Applicant has secured a <br />bond (DMG Bond No. 5998645) in tree amount of $75,000 to provide for reclamation of the site <br />and back-filliny of the pit in the event the requirements of the reclamation permit are not <br />completed. <br />According to information submitted, the antiupated annual depletion to the Arkansas River <br />due to operation of the f3elli onto Miue Pit will be ;ippruximateiy 1 1.76 acre-feet per year, includlrtg <br />3.34 acre-feet of net evaporation Irom the exposed groundwater surface, 3.24 acre-feet of water <br />loss in product, 3.68 acre-teat of water consumed in concrete batch operations and 1.50 acre-feet <br />of water used for dust control. The 8eltramo Mine Pit will he approximately 2,200 feet of the <br />Arkansas River, and you have provided a monthly schedule of lagged depletions to the aver, <br />together with a schedule of replacement requirements totaling t 2.00 acre-feet por year <br />(attachment Table 3 Revised] <br />The proposed source of replacement water for this substitute water supply plan is reusable <br />water purchased from the Board of Water Works by Gf the Arkansas Groundwater Users <br />Association (AGUA). It is assumed that no transit losses will be charged, because the point of <br />replacement will be at or belorv the point of depletion io the Arkansas River, but this assumption is <br />subject to review by the Division 2 Engineer. A memorandum frorrl AGUA to the Colorado State <br />and Division 2 Engineers dated June 1, 1999 Commits AGUA to provide 18.05 acre feet of <br />replacement water for two gravel pit substiluto water supply plans during the (AGUA) "plan year <br />1999 ;0 2000."
