<br />INTRODUCTION <br />This document was prepared by the Colorado Division of Minerals and Geology ("the Division") for the <br />Colorado Coal Mine No. 1. It has three main components; <br />1. the proposed decision to approve the permit renewal application; <br />2. a summary which includes a history of the review of the permit application, a description of <br />the environment affected by the operation and a description of the mining and reclamation <br />plan; and <br />3. the written findings of compliance the Division has made as required by the Colorado Surface <br />Coal Mining Reclamation Act. Detailed information concerning the findings of compliance <br />can be found in the Regulations of the Colorado Mined Land Reclamation Board for Coal <br />Mining. <br />The Division received an application for a permit renewal to conduct reclamation operations at the <br />Colorado Coal Mine No. 1 on September 29, 1998. Kaiser Resources, Inc., the current permittee <br />submitted the application, and Kaiser Resources, Inc will operate the mine. This application was found <br />complete on October 5, 1998. The applicant submitted proof of the required publication on November <br />20, 1998. The Division forwarded adequacy concerns to the applicant on December 14, 1998. Responses <br />from the applicant were received on Mazch 18, 1999. No concerns were received from other State or <br />Federal agencies concerning the renewal and no comments were received from the public. <br />The mine is located on private land within Huerfano County, Colorado. The approximate legal <br />descriptionof the lands included within the permit area is as follows: <br />Portions of Section 25, Township 27 South, <br />Range 67 West of the 6th P.M. that lie west <br />of Colorado State Highway 69. <br />The specific legal description is detailed in Exhibit 1 of the permit application. The U.S. Geological <br />Survey 7.5 minute quadrangle map, which covers the described permit area, is entitled Walsenburg. <br />The Colorado Coal Mine No. 1 has been reclaimed. Activities during the next permit term will be <br />focused on maintenance and monitoring. <br />PROPOSED DECISION <br />The Colorado Division of Minerals and Geology proposes to approve an application for the renewal of a <br />valid, existing permit. Kaiser Resources, Inc. submitted the application for the mine. This decision is <br />
