<br /> <br />INTRODUCTION <br />' During late June, 1985, Mr. Eldon Strid of ACZ INC. accompanied Rock <br />Castle Company personnel to the Grassy Gap Mine for the purpose of <br />' reviewing existing cut slopes- along- haulage and -access roads which <br />eit~ er exceeded the design_restriction of Rule 2.03.1 (3)(c)(i) and Rule <br />' 4.03.2 (3)(c)(i) according to the Rules for Coal Mining of the Colorado <br />Mined Land Reclamation Board or which exhibit signs of_instability. The <br />purpose of the site review was to determine the appropriate methods for <br />evaluation of these slopes in response to Stipulation No. 2 from the <br />Colorado Mined Land Reclamation Division (Division). <br />1 <br />Rock Castle Company had previously requested review of the slope on road <br />cuts from Rocky Mountain Surveyors. During this work, Rocky Mountain <br />Surveyors determined the material type and the slope angle at various <br />points along all haulage and access roads to determine which slopes were <br />out of compliance with the Colorado Regulations. As part of the work <br />which ACZ INC. completed, conversations were held with Ms. Candy <br />Thompson and Mr. Jim Pendleton of the Division to review the Division's <br />requirements and to determine the necessary response to satisfy <br />Stipulation No. 2 of the permit document. At a meeting on July 26, 1985 <br />with Mr. Jim Pendleton, the following general criteria was outlined for <br />' satisfying Stipulation No. 2. <br />• Map slides and areas of instability along the access and haul <br />roads <br />' • Develop type of slides and failure mechanism <br />• Develop plan for providing a stable reclaimed surface at each <br />of the slide areas <br />• Develop a stability analysis on the after reclamation fix (or <br />mitigation work) <br />ACZ INC. has reviewed all existing information on the Stipulation No. 2 <br />requirements for the permit.
