There is, for all <br />practical purposes, no change in the amount of land needing <br />revegetation. This would amount to an increase of about $3250. <br />Limited mulch costs are included in the revegetation. The <br />limitation is for severe slopes where vegetation cannot start without <br />the aid of mulch. Generally, we have not found that mulches in the <br />Colorado Springs area are all that beneficial, unless the mulch is <br />placed in a fashion similar to that used in landscaping operations (this <br />costs about $4000 to $6000 per acre for materials and labor). We feel <br />this is because of the favorable moisture conditions in this area - the <br />drought period during the growing season is quite short, which makes for <br />excellent revegetation conditions assuming adapted species are used. We <br />do not feel that including in the bond the cost of mulching the entire <br />area is at all reasonable. All mulch on the slopes would need to be <br />anchored by hand using expensive nets at a cost of about $5000 per acre. <br />Furthermore, experience in this area has shown that areas where the <br />slope is less steep than about 5:1 revegetate well without mulch. In <br />short, we do not feel that revegetation costs need to be increased to <br />include bond for mulching that, in our experience, is not even <br />necessary. <br />In summary, we will agree to $$n increase in the bond amount to <br />$30,000 from our orig5.haS'recommehdatYon o~"~$25,DOA. To fully bond all <br />the items you have requested us to include in the cost would require a <br />bond amount approximately equal to all the bonds on all the operations <br />in Colorado Springs added together. We certainly do not feel that it is <br />at all reasonable to require for a 35 acre sand pit a bond on the order <br />of 1.25 million dollars. <br />Item 2 - Please state which type of Financial [Jarranty you've <br />chosen, such that the appropriate forms may be sent. <br />RESPONSE - We have chosen the Corporate Surety. <br />OTHER ITEMS: <br />With regard to the lack of previous maps included with the annual <br />reports, perhaps it is not reflected in the file that in the past it has <br />been the policy stated to us by members of your staff that if the <br />changes from the previous year were not significant enough to warrant an <br />annual report map, then no map need be sent along with the narrative. <br />In past years such has been the case here as well as at other <br />operations. However, this year (1985) there was a new map submitted <br />which shows the rather limited but, in our opinion, sufficient changes <br />that have accumulated over the years.
