•~ <br />4.30 CESSATION OF OPERATIONS <br />In accordance with Rule 4.31.0, Temporary Cessation of <br />Operations, New Castle Energy Corporation formally gives notice <br />of intention to temporarily cease operations at Coal Ridge No. 1 <br />Mine, currently operating under Permit No. C-84-065, closure will <br />be temporary and will last for at least 30 days. The following <br />information describes existing conditions. <br />(a) Iodate, a total of 21.94 surface acres have been affect- <br />ed. Topsoil stockpiles occupy another 4.32 acres. Two <br />entry tunnels have been driven to a depth 576 feet. <br />Subsurface strata that have been affected be the tunnels <br />includes an unnamed sandstone and part of the Cozzette <br />Sandstone in the Iles Formation of the Mesa Verde Group. <br />(b) No reclamation has been carried out prior to the date of <br />cessation. Final construction and final grading of the <br />surface area will take place at a later date. All req- <br />uired surface drainage from the site is controlled <br />through Pond A which is designed to treat runoff from a <br />10 year, 24 hour storm event. <br />(c) No backfilling is required at this time or during ces- <br />sation. Final gradine on all surface disturbed areas <br />including topsoil stockpiles will take place as part of <br />construction on roads, operations Wads, and portal <br />decks. Exact scheduling of final grading cannot be made <br />at this time pending the effect and duration of the <br />temporary cessation. <br />Revegetation will be performed on approximately 0.1 <br />acres located above Portal No. 1 and Portal No. 2 <br />during the month of April. All other revegetation <br />will take place following final orading. <br />During the temporary cessation period, environmental <br />monitoring will continue in accordnce with permit <br />requirements. Water discharge will be monitored and <br />reported under NPDES Permit No. Co-0040894. Surface <br />and ground water monitoring will continue as per our <br />Mining and Reclamation Permit No. C-84-055. Monitor <br />wells will he sampled monthly for field parameters and <br />quarterly for chemical analysis. nuarterly sampling <br />will be performed at point CR-2 on the Colorado River <br />for field parameters plus dissolved oxygen. <br />Portal openings will be secured but will not be sealed <br />durino the temporary shutdown. Access onto the mine <br />site will be controlled. <br />Watec treatment activities will continue through the <br />temporary cessation period.
