Mined Land Reclamation Division and Board <br />(including the Division of Mines) <br />Goals for Next Four Years <br />(1991 through 1994) <br />There are five major goals for the Division and Boazd for the next four years. <br />These include: <br />1) Goal: Change regulatory program from centralized system <br />operattng from Denver to a field system operactng on both <br />the western and eastern slope, which includes cross program <br />utilization of resources. <br />Reason: This would improve program effectiveness through better use <br /> of resources, improved technology transfer, improved <br /> responsiveness to local needs, and improved policy <br /> development and implementation; <br />2) Goal: Development of a mine waste management program that <br /> meets federal requirements. <br />Reason: It is projected that by 1994 there will be federal requirements <br /> under the Resource Conservation and Recovery Act <br /> pertaining to the management of solid waste from mines <br /> (tailings, etc.); <br />3) Goal: Transition of the inactive and abandoned mine reclamation <br /> program from a coal reclamation program to a non-coal <br /> reclamation program. <br />Reason: It is necessary to orient the Colorado Inactive and <br /> Abandoned Mine Reclamation program to address the <br /> hazards and environmental problems associated with old <br /> non-coal mines; <br />4) Goal: Full implementation of a program component that is <br />responsive to citizen and local government concerns. <br />Reason: By 1994 the Division needs to have a a fully implemented <br />outreach strategy that will improve the overall mining and <br />reclamation program in the state; and <br />5) Goal: Resolve ambiguity regarding the need for and the operations <br />of the Division of Mines. <br />Reason: The issues regarding the funding, function and stature of the <br />Division of Mines needs to be settled. <br />
