IVtined Land Reclamation Division and Board <br />Calendar Year 1991 Goals <br />I. Introduction: <br />The Mined Land Reclamation Division has three major goals for calendar year 1991. <br />The first is to improve the administration of the Mined Land Reclamation Act. The <br />key element is to increase the program funding. The second is to develop a more <br />effective means of working with ctttzens and local govertunents. A third stgnificant goal <br />is to complete the reclamation objectives of the Inactive Mine Reclamation program <br />identified in 1950 to be completed by 199?. <br />II. Goal: Improve Overall Performance in the Administration of the Mined Land <br />Reclamation Act. <br />Reason: Performance of the program is extremely deficient as indicated by <br />inadequate inspection and permit review activity and insufficient <br />responsiveness to citizen and local government concerns. <br />Objectives: Increase funding of program through new legislation which would increase <br />the permit application and annual fees assessed mining operators; <br />implement legtslation by hiring and training new reclamatton specialists <br />and development of appropriate administrative support system; meet <br />performance objectives durtng last six months of the calendar year as <br />agreed upon during budget negotiations. <br />II[. Goal: Develop and begin implementation of an effective citizen and local <br />government outreach program. <br />Reason: Cortununication and education regarding mining and reclamation needs to <br />be improved. The public dialogue indicates that there is not sufficient <br />understanding by community leaders of the state mining and reclamation <br />responsibilities, and that state officials do not fully understand local and <br />citizen concerns. <br />Objectives: Develop plan for outreach strategy and present to Board for consideration; <br />develop support for a citizen and local government outreach effort, <br />including federal funding where appropriate; develop education program <br />for Mined Land Reclamation Division staff regarding working with citizens <br />and local governments; begin implementation of strategy before end of <br />calendar year. <br />IV. Goal: Complete reclamation of abandoned coal mines. <br />Reason: Orisinal goal set in 1950 was to complete abandoned coal mine <br />reclamation by 199?. <br />Objective: Complete the remaining coal reclamation projects that are in the Inactive <br />Mine Reclamation program inventory. <br />
