,~ <br />Introduction <br />The Division of Minerals and Geology (Division) received an application on behalf of NCIG <br />Financial, Inc (NCIG), from J. E. Stover & Associates for the 4a' renewal of Permit C-84-065 to <br />conduct coal mine reclamation activities at the Coal Ridge No. 1 Mine (application). This document <br />is the decision package prepared by the Colorado Division of Minerals and Geology (Division) on <br />the application. This document includes: 1) the proposed decision to approve the application for <br />renewal; 2) a summary which includes a history of the review of the application, a description of <br />changes made to the Permit Application Package (PAP) under this renewal action, a description of <br />the environment affected by the operation and a description of the mining and reclamation plan; and <br />3) the written findings of compliance the Division has made as required by the Colorado Surface <br />Coal Mining Reclamation Act and the Regulations of the Colorado Mined Land Reclamation Boazd <br />for Coal Mining. The Regulations of the Colorado Mined Land Reclamation Boazd for Coal Mining <br />{Rules) contain the complete text of rules referenced throughout this Findings of Compliance <br />document. <br />The Coal Ridge No. 1 Mine is in permanent cessation. No coal production is envisioned during the <br />permit renewal period. Reclamation work and monitoring activities are proposed operations, and aze <br />to be accomplished by NCIG. <br />The mine is located on private ]ands within Gazfield County. The legal description of the lands <br />included within the permit azea is: <br />Those lands in the NE'/a yet south of County Road 335, Lots 3 and 4, S'/z, S'/z NW'/a, Section <br />1, and the N''/z NE'/a Section 12, Township 6 South Range 9] West 6`h Principal Meridian; and <br />the S '/z SW '/a Section 5, all lands south of County Road 335 Section 6, NE'/a, N'/z NW '/a <br />Section 7, N'/x, N'/z SE'/a, NE'/a SW'/a Section 8, S'/z NW'/a, SW '/a Section 9, NW'/a Section <br />15, and N 1/2 NE'/a, NE'/a NW '/a Section 16 Township 6 South Range 90 West 6's Principal <br />Meridian, Gazfield County, Colorado. <br />These azeas of the permit are covered by USGS 7.5-minute topographic maps Storm King Mountain <br />and New Castle quadrangles. The permit azea is located to the south of the Colorado River, <br />approximately 7 miles west of Glenwood Springs, Colorado; and on the south side of County Road <br />335, approximately 1.5 mile east of the I-70 105 New Castle, Colorado interchange. The reclaimed <br />disturbed azeas (the mine portal and facilities azea) are located at the base of a steep escarpment of <br />the Grand Hogback. <br />Proposed Decision <br />The Division proposes to approve the renewal application for the valid, existing Pemtit C-]984-065 <br />for a period of five years, beginning on October 9, 2001, and expiring on October 9, 2006. This <br />proposed decision approves the continuation of current, previously approved reclamation activities <br />of the Permit for the ensuing permit term, This proposed decision to approve the application is based <br />on a finding that the operations will comply with all requirements of the Colorado State Program as <br />found in the Colorado Surface Coal Mining Reclamation Act, C.R.S. 34-33-]O1 et seq., and the <br />Regulations promulgated pursuant to the Act.
