Tae initial Iab analusis did ro*_ ade?uatelu _ssess <br />t;:e potential toxicity, acidity, a1.;alinity, salinity, sca.5ili_v and ..~.-~usui- <br />bility of the strata which will be affected during runing of the F-seam, and <br />these additional analyses were requested in order to assess the _'mpacts o' the <br />mine workings on water quality; the impacts of the two waste rock piles on <br />surface and groundwater quality; the ability to successfully re vegetate the <br />waste rock piles; and the stability and combustibility of the waste rock piles. <br />The applicant has partially satisfied the concern of the Division by <br />designing the waste rock pile for the worst case (i.e. disposal of coal pro- <br />cessing waste). See Section XVII Coal Processing [caste and Non-Coal Processing <br />G/as te, and Section VI Ground water. The following stipulation is necessary, <br />~ l:ocvever, for a finding o` compliance with the requirements of Rule 2.07.6(2). <br />~Sti pulati on: ARCO COAL MUST RERUN CHEMICAL ANALYSES OF F-SEAM ROOF, FLOOR, <br />~~ IN1cRBURDEN AND COAL FROA1 THE ORIGINAL CORES ANALYZED (SOhf-2, SOh1-6, SOM-38, <br />SOM-50, SOM-59, SOM-65, and A1G-9) OR FROhI 6 ALTERNATE CORES REPRESENTATIVE OF <br />THE MINE PLAN AREA. THE ANALYSES ARE TO BE RUN FOR THOSE PARAMETERS REQUIRED <br />BY THE DIVISION AND TO BE RUN BY THE METHODS LISTED ON ATTACHED APPENDIX A, <br />BASELINE OVERBURDEN CHEMICAL-MINERAL ANALYSIS. Hydrologic Balance: Surface GVater (2.045, 2.047, 2.053(4), 2.056(3), 4.05) <br />The surface water quality, diversions, sediment control, and discharge structures <br />sections of the application have been reviewed by the Division. The surface <br />water quality portion of the permit application can be found in section 2.81, <br />and the diversions, sedin~nt control, and discharge structures sections can be <br />found in volumes IV, V, and VI. [vi th the acceptance by ARCO Coal Company of <br />the following stipulations, the proposed operation is in compliance. <br />The applicant requested a small area exemption for the loadout facility. The <br />sediment control measures proposed were berming and graveling.
