C~ <br />• <br />Section V -Decision to Require Revisions <br />As a result of this midterm review, the Division will require a technical revision of the permit <br />application package to address the following concerns with the currently approved North Thompson <br />Creek Mines permit. The revision will be due to be received by the Division on or before April <br />14, 1996. <br />1) Please update Section 2.03.5, Compliance to include NOV C-94-030which was issued <br />in 1994. <br />2) Page 3-123 mentions the 56-acre reference area originally approved for comparison <br />of vegetative success. Because this reference area was superseded by an extended <br />reference area (TR-14), mention of the 56-acre reference should be deleted. <br />f 3) Section 3.6.2, Loadout should include, for the sake of historical reference, an <br />explanation of how most of the loadout has been removed from the permit area <br />because of the establishment of a housing development. <br />4) Page 4-i discusses the mine status with regard to the open No. 1 Mine Portal and Fan <br />Portal. The reclamation plan needs to be updated to include a plan for re-backfilling <br />the portal and fan area to approximate original contour. Although the permit states <br />that access to the seal must be maintained in order to control discharge from the <br />mine, it is likely that there is a way to manage the mine seepage without keeping the <br />portal and air shaft exposed. For example, the piping and valves which are used to <br />control the flow could be extended to project from the backfilled area where it could <br />be accessed from outside the portal area. The open air shaft currently presents a <br />potential safety hazard. Therefore, the Division requests that MINREC, Inc. include <br />plans for backfilling the portal azeas in the technical revision submitted in response <br />to this mid-term review. This request was previously made by the Division in a <br />November 24, 1993 letter to you denying a Phase II bond release at the mine. If you <br />have questions about this request, the Division will be happy to assist you. <br />The letter referenced above also <br />,~ 5) Page 4-ii speaks of pond reclamation in the future tense. Many of these ponds were <br />reclaimed in 1994. Please update this page to reflect the current status of ponds. <br />6) Page 4-iv: Please update the discussion on bond releases to include the partial Phase <br />II bond release approved and the Diamond A Parcel bond release approved in 1993. <br />„~ 7) Please remove the discussion of the interim reclamation plans on pages 4-42 through <br />4-47, as the results of that work have been replaced by permanent reclamation. <br />
