SHELTON, Dlreetor
DATE: May 21, 1987
T0: Siregg Squire nd Mike Long
FROM: Mike Savage ,~CS
RE: TRAPPER MINING (C-81-010) REVEGETATION SUCCESS CRITERION PROPOSAL
FOR HERBACEOUS PRODUCTION
At your request, I have reviewed Trapper Mining's latest revegetation success
proposal for herbaceous production (received May 11, 1987).
I feel that the historic record approach that Trapper has proposed has merit
and with clarification of several minor points below, should provide an
acceptable measure for determining revegetation success for the herbaceous
production parameter.
1. Trapper has presented six years of production data in the proposal. As a
matter of policy the Division requires seven years of data in order to
ensure that natural precipitation cycles (low to high) have been
expressed in the data. As Trapper has noted, the data for years 1982,
1983 and 1984 indicate above average precipitation. This would appear to
skew the standard toward higher values. The Division can accept the
standard based on the six years of data, though Trapper may wish to
submit 1986 data to present additional data from a year with a more
normal precipitation record.
2) In order to verify the range of precipitation cycles, Trapper should
submit precipitation records from 1979 through 1985 for a station at or
near the mine.
3) In order to evaluate the values presented on page 2 of the May 7, 1987
proposal, Trapper should submit (or reference if in the permit) the field
data including individual data values, sample size, and summary
statistics (x, S2).
4) Trapper should specify (or reference) the method of collecting the data
presented on page 2.
5) The formula for testing the success of revegetation in this instance
should be modified to conform to a standard formula and hypothesis.
