with the predicted subsidence in the permit application. This comparison
should consider both the magnitude and nature of observed subsidence as
well as the predicted secondary consequences of subsidence such as impact
to structures and renewable resource lands. Non-compliance in this
portion of the permit application is addressed in more detail in the
enclosed enforcement memo. Compliance deadlines will be set in the
notice of violation.
The City of Florence water pipeline has been identified in the permit
application as being potentially impacted by subsidence. In the permit
application the Southfield Mine committed to "monitor the pipeline for
possible impacts from subsidence, to maintain on site replacement pipe in
the event of breakage and to work closely with the Florence authorities
in all aspects of the above monitoring and repair obligations." In the
technical revision for an incidental boundary drainage for 40 acres
approved in December, 1986 the Southfield Mine requested not to maintain
extra pipeline for repair on site. The Southfield Mine should submit the
City of Florence's concurrence to this change. The permit application
should be revised to reflect this change.
II. Status of Stipulations
STIPULATION N0. 1
THE OPERATOR SHALL SUBMIT RIGHT OF ENTRY INFORMATION FOR THE FLORENCE CITY,
A.T. MASSEY, AND CORLEY PROPERTIES, WHERE SUBSIDENCE IS PROPOSED, 30 DAYS
PRIOR TO AFFECTING THESE LANDS.
Status - in Compliance, Ongoing
The Southfield Mine has been submitting right of entry information prior to
mining in these areas. Additional right of entry information will be needed
for those areas outlined in this stipulation prior to mining.
STIPULATION N0. 2
THE OPERATOR SHALL CONTINUE ALL HYDROLOGIC MONITORING OUTLINED IN THE
APPLICATION AND THIS FINDINGS DOCUMENT UNTIL SUCH TIME rS THE DIVISION
APPP.OVES OF MODIFICATION OR CANCELLATION OF THE PROGRAM.
Status - Not in Compliance
Hydrologic monitoring as specified in the permit application and the findings
document has not been done.
