Lastly, American Soda is willing to be part of a cooperative effort with adjacent
landowners and leaseholders to control noxious weeds.
33 Pipeline Installation Details
3.3.1 Clearing and Grading
The construction pipeline ROW will generally be 125 feet wide. The
construction ROW components will include the following items and minimum
spacing requirements: 1) excavated ditch spoil (29 feet wide), 2) d'dtch (6 feet wide),
3) temporary pipe storage area (10 feet wide), 4) traffic and work area (40 feet
wide), and 5) topsoil pile from both ditch and cleared azeas (•40 feet wide). A
typical construction ROW layout is shown on Figure 2-1. During the operations
period, the permanent pipeline easement width will be 50 feet.
Clearing of the ROW will be required to allow for operation of construction
machinery, placement of excavated materials, and movement of other pipeline
construction traffic along the pipeline corridor during pipeline construction.
Clearing, grading, and other disturbance of soil and vegetation in the ROW and
TUAs will be limited to the minimum area required for pipeline construction,
although, in general, the entire 125-foot construction ROW will need to be
sleazed. Clearing of azeas with trees and shrubs will be accomplished using a
standazd bulldozer. Trees, brush, other woody material, and Hocks cleared from
the ROW will-be placed to one side inside the ROW or at TUAs for later use in
reclamation. Pinyon and juniper trees will be cut and piled neaz one end of the
construction ROW. Trees will not be pushed into piles and mia:ed with the soils.
In vegetative types other than pinyon-juniper (i.e., sagebrush flats, pasture lands,
etc.), clearing of the ROW will consist of leveling the R04V for support of
construction equipment and for fire control. In relatively flat areas (e.g. Barnes
Ridge), clearing may only involve "scalping," which would. involve cutting
shrubs neaz the base and leaving the root structure in the ground tq minimize
soil disturbance. Grading will require that topsoil be stockpiled on the ROW and
that affected areas be reseeded after pipeline installation.
Clearing of the ROW will be less than the proposed 125-foot ROW width in some
areas to reduce potential impacts to existing resources. ]For example, the
construction ROW along much of Collins Gulch will be less than 100 feet due to
the proximity to Rio Blanco County Road 3 to the east and relatively steep slopes
to the west. In addition, efforts will be made to overlap existing ROW
disturbance to the extent possible, and it is estimated that up to 25 feet of the
construction ROW may overlap existing pipeline corridors in certain locations.
Areas requiring more than the standazd construction width will be identified as
engineering design progresses and temporary use permits an> acquired. In no •
case will the contractor exceed the areas designated for temporary use.
eipelvie Plan of DevebPment 20
Yanloee Gulch Sodiw~ Mincals Project
Amcion Soda. LLP.
