Arnerican Soda <br />will use local or non-local contractors/subcontractors according to the equipment <br />and personnel needs of the project. American Soda anticipates that a large <br />percentage of the work force will be from Colorado, although ~vorkers from <br />various parts of the country may be required. <br />3.1.3 Right-of-Way Surveys <br />Centerline surveying and survey station staking will take place after BLM <br />representatives perform a field review of preliminary line-of-sight flagging or <br />staking. The BLM will indicate preliminary acceptance of the route alignment as <br />staked/flagged or will reach an agreement with American Soda on an alternate <br />route complying with changes required by the FJS, if necessary. <br />ROW staking will indicate the ROW centerline, ROW boundaries, temporary <br />use azeas, cultural resources sites, and environmentally sensitive .u~eas. Staking <br />of the different use azeas will be mazked with different mlor combinations of <br />flagging as listed in Table 3-2. <br />The spacing of the flags will be determined in the field by the survey party chiefs, <br />with the intent being to clearly delineate the various use areas.
