<br />Mr. Steve Layton -2- April 4, '1984 <br />Regarding the reclamation plan and timetable, Sandy Emrich and I met with <br />Mr. Curtis Miller in our office on March 28, 1984 and at the GEC Strip Mtne on <br />March 30, 1984 to discuss reclamation. I gave Mr. Miller a copy of GEC's <br />permit and we discussed GEC's obligations in that permit. The following <br />summarizes the significant points of GEC's obligations: <br />The timetable <br />reclamation o <br />timetable for <br />requires that <br />approximately <br />approximately <br />you submit to us on April 16, 1984 should contemplate <br />the East and West pits within an 18 month period. The <br />reclamation in the permit (Exhibit 23, Attachment C) <br />backfilling of the East and West pits be completed in <br />12 months and that grading of these sites be completed <br />6 months thereafter. <br />2. Stockpile No. 1 must be reduced to a stable configuration so that 1t ~:an <br />be properly reclaimed. GEC needs to achieve the post-mining topography <br />approved in Map 23 for this area. This will require removal of a <br />significant amount of material from Stockpile No. 1. We have suggested <br />to Mr. Miller that the Mest pit would be an appropriate location for <br />this overburden material. <br />3. Reclamation of the East and Mest pits are going to need the most <br />substantial reclamation effort. GEC needs to reclaim these areas to <br />meet the topographic configuration approved to Map 23 (West pit) and 1n <br />the Technical Revision (East pit) approved in August, 1984. I do not <br />believe that excess material from Stockpile No. 1 was contemplated in <br />the original mass-balance calculations for these areas. However, I do <br />not believe the excess material from Stockpile No. 1 to be substantial <br />enough to require significant modification to the approved post-mining <br />topography. GEC should consider a survey of the site to confirm this. <br />4. GEC has an obligation to reclaim the Orphan and North Orphan Pits. <br />However, reclamation of these areas has been complicated by reclamation <br />of the trench. GEC should propose an appropriate schedule with this in <br />mind. <br />5. GEC has an obligation to maintain the site. Specifically, roads, <br />drainage control structures, and revegetated areas will need to be <br />maintained throughout reclamation of the site. I have suggested to Flr. <br />Miller that he include some discussion of this in the plan. <br />
