Access to the area possibly subject to flyrock will be regulated by the use of <br />fencing, cattle guards, and a guard shack. <br />The Division does not propose to reduce the maximum allowable air blast levels. <br />The applicant has elected to use the standard (rather than the modified) blasting <br />explosive weight formula of Rule 4.08.4(10)(c)(i). The Division does not propose <br />to reduce, or approve of a variance from, the maximum peak particle velocity <br />limits specified in Rule 4.08.4(l0)(c)(i). <br />VII. Disposal of Excess Spoil <br />A. The Division approves the use of disposal areas for excess spoil. (4.09. I (I )) <br />B. The Division has reviewed a general and detailed design plans for Fills I-9 and <br />approves them. <br />C. Alternative specifications for design and construction of the fill have not been <br />proposed by the applicant. However, they may be used, following a thorough <br />analytical demonstration that such alternatives shall result in a structure as <br />environmentally sound and structurally stable as a fill designed with standard <br />specifications. (4.09.1(3)) <br />D. The Division approves the use of vegetation and organic material as mulch or as <br />an amendment to topsoil to control erosion, promote growth, or increase moisture <br />retention. (4.09.1(4)) <br />E. The Division approves of the location of the disposal areas. (4.09.1(6)) <br />F. The Division approves the use of terraces in order to conserve soil moisture, <br />control erosion, and enhance stability. They are compatible with the post-mining <br />]and use of rangeland and wildlife habitat. The width of these terraces shall not <br />exceed 20 feet and the vertical distance between terraces will be 40 feet. Culverts <br />or underground rock drains are not approved on the terraces. (4.09. l (9)) and <br />4.14.2(2) <br />G. The applicant has not proposed to dispose of excess spoil in underground mine <br />workings. (4.09.105)) <br />VII[.
