SHELTON Director
Richard D Lamm
Governor
March 30, 1983
Mr. P.E. Thomsen
Properties Engineer
Ideal Basic Industries, Inc.
P.O. Box 1494
Fort Collins, Colorado 80522
RE: Temporary Cessation Request For:
Permit No. 71-345, Boettcher Sandstone Quarry
Per it No. 11-346, Goodwin Gypswn Quarry
~it No. 77-347, Slab Canyon Limestone Quarry
Permit No. 77-348, Boettcher Limestone Quarry
Dear h1r. Thomsen:
..-
i
The Division has reviewed your letter notifying the Mined Land
Reclamation Board of the temporary cessation for each of the four above
referenced permit operations. These notices will be presented to the
Board at the April 21-28, 1983 meeting.
Pursuant to C.R.S. 1973, 34-32-103(6)(II), the staff has thoroughly
reviewed each file and bond for these permit operations. The Division
has a general comment, concerning the theory behind bonding, and some
specific comments for each operation. Because these notices of temporary
cessation will be presented at the April Board meeting, please address
each of the following points by April 20, 1983.
The theory for the operator postiny a financial warranty is in the
unfortunate event the operator is unable to continue mining and
reclamation, the State of Colorado, through the Mined Land Reclamation
Board, is required by law to reclaim the area. Reclamation is
accomplished by assuming the bond and bidding the reclamation project out
to a contractor. To insure the State is able to reclaim an area and to
insure bonds posted by different mininy companies are equitable, the
Division has recently developed a variety of reclamation costs. These
costs were developed from the Caterpillar Performance Handbook and the
Rental Blue Book for Heavy Construction Equipment. These costs were used
in the review of these operations to insure these areas can be reclaimed
at today's costs.
423 Centennial Budding, 1313 Sherman Street denver, Colorado 80203 Tel. ~303i B66-3567
