To date we have been unsuccessful in our efforts to locate a <br />non chloride base sail binder dust suppression agent. The brand <br />name products of Coherex and Herobine have been recommended to us <br />as perhaps suitable for the Terror Creek Application. However, <br />manufacturers have reported that both products are no longer <br />available because of lack of demand. <br />We have been reluctant to contact oil refiners or suppliers <br />because the direct application of a straight oil in sufficient <br />quantity to retard coal dust generation would perhaps jeopardize <br />the purity of sediment pond water by contamination with oil or <br />grease in excess of the Terror Creek NPDES Permit specifications. <br />I am aware that the Division has numerous contacts with the <br />mining industry on a continuing basis. We would be very <br />appreciative if you and your colleagues would make available to <br />Terror Creek Company any advice and expertise that may be helpful <br />in our quest for a suitable dust control product. <br />In the meantime, Terror Creek Company will continue pursuit <br />of a suitable product for application upon the coal storage pad at <br />the loadout facility. It will be difficult if not impossible for <br />Terror Creek to prepare and submit an adequate response to your <br />requirement of November 20, 1985 because of the unforseen <br />difficulties encountered in locating a suitable dust control <br />agent.
