~. <br />Initial site development work at the McClane Canyon Mine (McClane) was conducted under a <br />USGS approved exploration plan effective December, 1976. The Colorado Mined Land <br />Reclamation Division (now Division of Minerals and Geology) issued a three year permanent <br />regulatory program permit on April 6, 1982, fora 248 acre permit azea. The existing access/haul <br />road and the portal bench face-up developments were in place prior to issuance of the 1982 <br />permit, and no topsoil had been salvaged from these areas. This permit was renewed on July 5, <br />1985, for an additional three year permit term. The mine was in temporary cessation from <br />January 17, ] 984 to November 17, 1988, when coal production was resumed. On January 27, <br />1992, the permit was renewed for a five year term. The 1992 renewal incorporated a permit <br />revision which added 2,312 acres to the permit area, and proposed construction of a haul road <br />which would connect the McClane Canyon permit area to the adjacent Munger Canyon permit <br />area, also operated by Grand Valley Coal Company (GVCC). The operations had been <br />transferred from Salt Creek Mining Company to GVCC in March, 1993. There was some coal <br />production at the mine in 1992, and approximately 50,000 tons was produced during January <br />through April, 1997; but for much of its life, the mine has been inactive. The mine has been <br />officially in temporary cessation status since August, 1998. Disturbance to date (February, 1999) <br />is 8.35 acres, with an affected azea of 147 acres. <br />There have been no enforcement actions issued for operations at McClane Canyon Mine during <br />the current permit term, and a review of the inspection and enforcement activities during the first <br />half of the permit term revealed no major on-the-ground problems. The operation is in <br />compliance with the terms and conditions of the approved permit. <br />Section II -Revisions to the Permit <br />Subsequent to issuance of the permit renewal proposed decision on December 31, 1996, GVCC <br />has submitted four (4) minor revisions and one (1) technical revision. <br />Minor Revision 23 was submitted, determined complete, and a proposed approval <br />decision was issued on February 18, 1997. The revision allowed for use of a temporary <br />crusher and fuel tank within the existing facility area during a 2-3 month period of active <br />mining. <br />Minor Revision 24 was submitted on November 6, 1997. The revision was initiated by <br />the operator, and addressed the replacement of three existing metal portal arches with <br />concrete portal structures. The structures would extend 30 feet out from the highwall <br />face, with backfill to be placed along the length of the existing coal outcrop adjacent to the <br />portals. A proposed approval decision was issued on January 9, 1998. The revision <br />increased the reclamation liability amount from $161,147.00 to $164,908.00. This <br />revision has not been implemented. <br />Minor Revision 25 was submitted on January 8, 1998. The revision was initiated by the <br />operator, and addressed replacement of the existing 40'x40' shop building with a 40' x 40' <br />
