Long <br />Division Director <br />The Division of Minerals and Geology received the preliminary as-built certification for Haul <br />Roads A and B for the Yoast Mine. The preliminary certification statements consisted of <br />compaction testing data and appropriate Proctor determinations for the development of <br />compazison standazds performed by Northwest Colorado Consultants, Inc. <br />The assembled compaction testing results performed over a period of approximately twelve <br />months, from August of 1995 through August of 1996, report 181 compaction tests with 13 <br />associated proctor determinations for control standazds. Testing appeazs distributed randomly <br />throughout the 16,100 foot length of Haul Road A and the 6,100 foot length of Haul Road B. <br />Tests were performed at varying lift depths and at varied locations throughout the roadway <br />structure. Whenever a substandazd test result was completed, the report presents the remedial <br />measures taken and documents that the materials were recompacted and the inadequacy corrected. <br />The methodology and reporting by Northwest Colorado Consultants, Inc. appeazs to have been <br />performed in cazeful compliance with the ptvdent state of the soils testing discipline. Their <br />methods and reporting aze precise and through. Based upon the assembled reports, the Division <br />is confident that the compaction of earthen material was properly accomplished during the <br />construction of both subject Haul Roads at the Yoast Mine. <br />Seneca states that a final survey will be conducted in the Spring of 1997 which will generate the <br />as-built drawings for both haul roads. It was agreed to by Seneca Coal Co. and the Division <br />during the meeting of December 19, 1996 that the haul road cut and fill slopes and the drainage <br />configuration would be surveyed as soon as possible to determine any vaziance from the original <br />design. <br />
