In this letter, I will address several of the issues <br />raised in your observations concerning compliance of the mining and milling operation with <br />the permit and the regulations of the Mined Land Reclamation Board. <br />Gold Hill Ventures is a Colorado mining partnership consisting of Mi Vida Enterprises <br />(a Utah corporation), Cosmos Resources (a Canadian corporation), and Richard and Gwen <br />Fraser of Seattle, Washington, Mi Vida Enterprises is the owner of the Cash, Who Do, White <br />Cloud, and Wynona mine properties. Colina Oro Molina, Inc. {COM, Inc.) is a Washington <br />corporation owned by Richard and Gwen Fraser. COM, Inc. is the owner of record of the <br />millsite and is a Succeeding Operator under the Cash mine permit No. M-83-141. <br />The application to amend the Cash mine permit to include the Gold Hill Ventures' <br />}. milling facility stated that the mill "will be used exclusively to process ore from Gold Hill <br />',~c ~. Ventures' properties. The mill will not accept or process third-party or custom ore on a toll <br />milling or wntract basis." Proof of local government approval specifying conformance with <br />existing Boulder County zoning regulations was included in the text of the original Cash mine <br />permit application and in the text of the amended permit application which included the milling <br />facility. A wpy of my letter of November 1, 1984, addressed to Mr. Steve Ellis, Boulder <br />County Zoning Administrator is attached to this response letter. In this letter, I stated that the <br />proposed mill "will be used exclusively to process ore from our properties" and that "the mill <br />will not accept or process third-party or custom ore." I also made clear that ali of the mines <br />and the proposed millsite were within one-half mile of each other and within a contiguous <br />
