<br />5. When operating on less than 5 feet thickness of roadway, the tractor-trailer units will <br />not continue to drive if they experience wheel slippage (on the drive train axles). Wheel <br />slippage will be minimized on any roadway surface, regardless of thickness. <br />I believe these provisions are identical to the provisions contained in the September 11, 1996 <br />memorandum. If there are questions, please call. <br />CC&V has considered the increase in the thickness of the Drain Cover Fill in the Pregnant Liner <br />System area, as was requested in the September 11, 1994 memorandum. Placement of more <br />Drain Cover Fill in the system would result in placing more expensive-to-produce ore in place <br />of the normal cost (to produce) ore. As you know, CC&V has a vested interest in minimizing <br />the risks of construction and believes the analytical assessment leading to the 3.5 foot thickness <br />provides sufficient safety to avoid the risk. It follows that the increase of three inches to 45 <br />inches will, in our view, even further minimize the risk of excess stress on the underlying liner. <br />We appreciate your diligence in working our notification through your review process.
