5. When operating on less than 5 feet thickness of roadway, the tractor-trailer units will
not continue to drive if they experience wheel slippage (on the drive train axles). Wheel
slippage will be minimized on any roadway surface, regardless of thickness.
I believe these provisions are identical to the provisions contained in the September 11, 1996
memorandum. If there are questions, please call.
CC&V has considered the increase in the thickness of the Drain Cover Fill in the Pregnant Liner
System area, as was requested in the September 11, 1994 memorandum. Placement of more
Drain Cover Fill in the system would result in placing more expensive-to-produce ore in place
of the normal cost (to produce) ore. As you know, CC&V has a vested interest in minimizing
the risks of construction and believes the analytical assessment leading to the 3.5 foot thickness
provides sufficient safety to avoid the risk. It follows that the increase of three inches to 45
inches will, in our view, even further minimize the risk of excess stress on the underlying liner.
We appreciate your diligence in working our notification through your review process. Please
notify me of the acceptability of our adoption of your provisions, as we have stated above, by
telephone at your earliest convenience.
E.
Environmental Affairs
FILE: CC&VSTIP.006
2
