The project azea lies within the Lower Williams Fork Geographic Area, and has a <br />Management Area Prescription of 4.3-Dispersed Recreation. The site is adjacent to the <br />Henderson Conveyor Corridor. The facilities on adjacent private land create an industrial <br />atmosphere to the area. The South Fork Campground is a little more than 1/2 mile away. <br />Dispersed camping and hunting occurs in the vicinity of the South Fork Pit. <br />The Dispersed Recreation Management Area Prescription provides no Standards or <br />Guidelines for mineral material sites. In support of recreation activities, other resource <br />management activities must be compatible with recreation opportunities. Operation of <br />the South Fork Pit will be done to minimize conflict with recreation activities, including <br />camping, hunting, Forest driving and winter activities. This will be done by limiting <br />season of use, operating hours, and days of operation. <br />One of the "Desired Future Condition's" for the Lower William's Fork Geographic Area <br />is to manage an upgraded road system to provide a safe and pleasant user experience. <br />Materials provided from the South Fork Pit will provide for improved road surfaces, <br />which will contribute to a safe and pleasant user experience, <br />Environmental Justice (Executive Order 12898) -This Order requires consideration of <br />whether projects would disproportionately impact minority or low-income populations. <br />This decision complies with this Act. Public involvement did not identify any adversely <br />impacted local minority or low-income populations. This decision is not expected to <br />adversely impact minority or low-income populations. <br />National Environmental Policy Act -This Act requires public involvement and <br />consideration of potential environmental effects. The entirety of documentation for this <br />decision supports compliance with this Act. <br />Effects of Alternatives on Social Groups -There will be no effects on minorities, <br />Native Americans, women or the civil liberties of any other American citizen. <br />Effects of Alternatives on Prime Rangeland, Forest land and Farm Land -The <br />proposal presented is in compliance with Federal Regulations for prime range, forest and <br />farm lands. The Arapaho & Roosevelt National Forest and Pawnee National Grassland <br />has no prime range land, prime forest land or prune farm land. _There will be no effects <br />-omprime rangeland; forest lands or farm lands. <br />Energy Requirements and Conservation Potential of Alternatives -Use of the South <br />Fork Pit by GCRB will provide an opportunity for GCRB to save fuel by providing a <br />gravel and road surface source close to the roads that they are maintaining. Other <br />alternatives would require longer haul distances, and higher fuel consumption to haul <br />materials to the roads being maintained. <br />Air Quality - In compliance with the State of Colorado Air Quality Division, GCRB will <br />conduct air quality testing during operations. Iftest results fall outside of limits set by the <br />State, GCRB will be required to take measures to meet State air quality standazds. In <br />previous crushing operations, GCRB operations have always fallen within parameters set <br />by the State, and no remediation has been necessary. <br />6 <br />
