• To protect a seasonal side channel to the south of the pit, the boundary of the <br />excavated area will be designated so as to provide a 20 foot buffer along the <br />length of the flood chute. <br />• Truck traffic warning signs will be installed on NFSR's in accordance with the <br />Manual for Uniform Traffic Control Devices and Forest Service direction. Agate <br />will be installed at the entrance to keep the public from driving into the site. <br />• Compliance with State of Colorado-Division of Minerals and Geology rules and <br />regulations for mining operations. <br />• Compliance with Grand County Department of Planning and Zoning regulations <br />far County special use permits. <br />To reduce disturbance and potential conflicts with recreationists, operations will <br />be limited to week days only, between 8:00 a.m. and 5:00 p.m., from May 15 <br />through October 15, annually. No operations will be permitted on Monday <br />holidays (Memorial Day, Labor Day, 4a' of July Holiday). <br />• In compliance with the State of Colorado Air Quality Division, GCRB will <br />conduct air quality testing during operations. <br />• The authorization would be for a period of 10 years, ending on December 31, <br />2016. <br />B. Purpose of Decision <br />The purpose of my decision is to allow continued use of an established mineral material <br />site by GCRB, who maintains many of the NFSR's under a Schedule A Road <br />Maintenance Agreement with the Forest Service. The South Fork Pit was established in a <br />location that is close and accessible to several miles of NFSR's in the William's Fork <br />drainage, and maintenance of these roads is beneficial to the public who use National <br />Forest System lands for multiple use activities. Providing a close source of mineral <br />material will reduce the cost of road maintenance, and improve the transportation <br />network in the William's Fork drainage. <br />II. REASONS FOR CATEGORICALLY EXCLUDING THE DECISION <br />Decisions may be categorically excluded from documentation in an Environmental <br />Impact Statement or Enviromnental Assessment when they are within one of the <br />_ _ categories identified by the_U.S.-Department of-AgricuIture in'TCF'R part-1b.3 or o'ne of <br />the categories identified by the Chief of the Forest Service in Forest Service Handbook <br />(FSH) 1909.15, Sections 31.1 or 31.2, and there are no extraordinary circumstances <br />related to the decision that may result in significant individual or cumulative <br />environmental effects. Supporting documents for this project will be retained in a project <br />file at the Sulphur Ranger District, in Granby, CO. <br />A. Category of Exclusion <br />This activity may be categorically excluded under FSH 1909.15, Category 31.2-15; <br />Issuance of a new special use authorization for a new term to replace an existing or <br />expired special use authorization when the only changes are administrative, there are no <br />changes to the authorized facilities or increases in the scope or intensity of authorized <br />activities, and the applicant or holder is in full compliance with the terms and conditions <br />2 <br />
