Decision Memo-USDA Forest Service <br />Grand County Road and Bridge <br />Mineral Materials Permit With Special Use Provisions <br />South Fork Gravel Pit <br />Arapaho and Roosevelt National Forests & Pawnee National Grassland <br />Sulphur Ranger District <br />Grand County, Colorado <br />August 2006 <br />I. Decision <br />A. Description of Decision <br />It is my decision to issue a mineral materials permit conditioned with special use <br />provisions to Grand County Road and Bridge (GCRB)_ for the_.purpose of_operating, <br />maintaining,'and~reclaiming a mineral material site known as the South Fork Gravel Pit <br />(South Fork Pit). The South Fork Pit is located on National Forest System lands in <br />Section 17, Township 3 South, Range 77 West, 6~' Principal Meridian, Grand County, <br />Colorado. This will be the second phase of operations of the South Fork Pit. The permit <br />area will be 5.57 acres. <br />Phase I of operations within the South Fork Pit was authorized through Project <br />Agreement 96-O1, dated September 16, 1998, by Forest Supervisor Peter L. Clark. <br />Operations under that agreement ceased on September 30, 2000. Under the authority of <br />that agreement between the Forest Service and the Grand County Commissioners, Phase I <br />activities included: <br />1. Removal of timber on the 5.57 acre pit. <br />2. Excavating, crushing and removal of 7,000+ cubic yazds of gravel material for use <br />on National Forest System Roads (NFSR) in the near-by South Fork and <br />Sugarloaf Campgrounds, and in the William's Fork drainage. <br />Under Phase II operations, an estimated 50,000 - 70,000 cubic yards of aggregate would <br />be excavated and crushed at the site. Approximately 20,000-24,000 cubic yards of <br />material would be placed on County Roads 3 and 30, also known as NFSR 138, which is <br />the main arterial road into the William's Fork drainage of the Sulphur Ranger District. <br />The remainder of the crushed aggregate would be stockpiled on site for future use on <br />NFSR's in the William's Fork drainage and the campgrounds. No material would be sold <br />or otherwise transferred to another entity. <br />My decision includes the following permit conditions: <br />• Post-excavation site rehabilitation. <br />• Noxious weed management, including annual noxious weed treatment, cleansing <br />of equipment which could bring in additional weed seed or material, and use of <br />certified weed seed free mulch and grass seed for restoration activities. <br />• Fire prevention. <br />
