Decision Memo-USDA Forest Service
Grand County Road and Bridge
Mineral Materials Permit With Special Use Provisions
South Fork Gravel Pit
Arapaho and Roosevelt National Forests & Pawnee National Grassland
Sulphur Ranger District
Grand County, Colorado
August 2006
I. Decision
A. Description of Decision
It is my decision to issue a mineral materials permit conditioned with special use
provisions to Grand County Road and Bridge (GCRB)_ for the_.purpose of_operating,
maintaining,'and~reclaiming a mineral material site known as the South Fork Gravel Pit
(South Fork Pit). The South Fork Pit is located on National Forest System lands in
Section 17, Township 3 South, Range 77 West, 6~' Principal Meridian, Grand County,
Colorado. This will be the second phase of operations of the South Fork Pit. The permit
area will be 5.57 acres.
Phase I of operations within the South Fork Pit was authorized through Project
Agreement 96-O1, dated September 16, 1998, by Forest Supervisor Peter L. Clark.
Operations under that agreement ceased on September 30, 2000. Under the authority of
that agreement between the Forest Service and the Grand County Commissioners, Phase I
activities included:
1. Removal of timber on the 5.57 acre pit.
2. Excavating, crushing and removal of 7,000+ cubic yazds of gravel material for use
on National Forest System Roads (NFSR) in the near-by South Fork and
Sugarloaf Campgrounds, and in the William's Fork drainage.
Under Phase II operations, an estimated 50,000 - 70,000 cubic yards of aggregate would
be excavated and crushed at the site. Approximately 20,000-24,000 cubic yards of
material would be placed on County Roads 3 and 30, also known as NFSR 138, which is
the main arterial road into the William's Fork drainage of the Sulphur Ranger District.
The remainder of the crushed aggregate would be stockpiled on site for future use on
NFSR's in the William's Fork drainage and the campgrounds. No material would be sold
or otherwise transferred to another entity.
My decision includes the following permit conditions:
• Post-excavation site rehabilitation.
• Noxious weed management, including annual noxious weed treatment, cleansing
of equipment which could bring in additional weed seed or material, and use of
certified weed seed free mulch and grass seed for restoration activities.
• Fire prevention.
