STIPULATION NO. 52
Prior to September 1, 1996 or before the longwall face advances no
closer than 500 feet of the Hayden-Gore Pass powerline located in
Section 21 T5N R86W, whichever is earlier, Twentymile Coal Company
will submit documentation in the form of a letter from the Hayden -
Gore Pass powerline owner(s) which clearly states that in the
event subsidence causes a power line to sever, the end line power
users would not be subject to power outage. This letter should
also verify that in the event a line comes in contact with the
ground, that ground fault interruption or a similar process would
prevent electrocution to people and/or property.
STIPULATION NO. 53
Prior to June 15, 1996 or before the longwall face advances no
closer than 500 feet of the Southern Pacific Railroad track,
Twentymile Coal Company will submit documentation in the form of a
letter from Southern Pacific granting their approval and
concurrence with the subsidence control plan for the railroad track
where the track is located in those lands to be subsided.
Section IV - Summary and Discussion
This section consists of questions or comments raised as a result
of the Division's review of the permit application and related
materials.
1 . Map 29 "clouds" as described on page 2 .05-55 of the permit text
apparently were inadvertently removed from Map 29 during MR-131
or an earlier revision. This designation was included to
indicate that a particular topsoil pile was to be replaced
solely on the particular area from which it was removed. Also,
Pond E relocation does not show up accurately on the currently
approved copy of Map 29. Possibly the wrong copy of Map 29 was
inadvertently updated during one of the latest revisions.
Please accurately add this information back to Map 29 as
originally approved.
2 . Pond T topsoil pile is not included in the SAE text discussion
on page 2 .05-28 . All approved SAE areas for the Foidel Creek
mine should be included in this portion of the text and
appropriate calculations should be included as part of
Exhibit 8 .
3 . Some reclamation plan text is mixed in with the operation plan
information (i .e. p. 2 .05-27 (b) ) . This information should be
moved to the text which responds to the reclamation plan
beginning on page 2 .05-54 (g) .
4 . Inspection of cross-sections depicted on Map 25 and the post-
mining topography as depicted on Map 31 indicate some
-9-
