Mount, Senior Environmental Protection Specialist <br />ke: Complaint Regarding Blegal and Unauthorized Grading and Use <br />of the Western Branch of Steamboat Valley Road North of Lyons, Colorado <br />Dear Mr. Mount: <br />We, the undersigned members ofthe Steamboat Valley Property Owners' Association, Inc. and <br />property ovmers along the western branch of Steamboat Valley Road, are filing this complaint <br />and requesting an investigation by the Division of Minerals and Geology of the illegal and <br />unauthorized quarry hauling and access activities being carried out by Loukonen Brothers <br />Stone Yard of 12993 North Foothills Highway, Lyons, Colorado 80540. <br />Specifically, this complaint is in response to the grading and improvement of an existing trail <br />on private property as a stone hauling route from the Loukonen Quarry north of Lyons (Beech <br />Hill in Boulder County, Section 6, 3N70) and the stated intention by Loukonen Brothers to <br />utilize the western branch of Steamboat Valley Road as a stone hauling route. These activities <br />began in February, 1996, were suspended for awhile, and continued again as of last <br />Wednesday, October 2, 1996. This complaint and request for a Division investigation is based <br />on the following issues: <br />}]legal and unauthorized grading and improvement of the trail spur of the <br />western branch of Steamboat Valley Road for the purpose of hauling stone <br />from the Loukonen quarry -illegal because there were no permits from any <br />relevant branch of goverrunent for the grading activities and, unauthorized <br />because there was no approval either sought from or granted by any of the <br />affected property owners <br />Illegal and unauthorized use of the western branch of Steamboat Valley Road <br />as a stone hauling truck route and access way for the Loukonen quarry -illegal <br />because this route is in direct violation of the Loukonen quarry State permit <br />w}uch designates Stone Canyon Road (Noland Road) as the approved hauling <br />and access route and, unauthorized because there is no approval of these <br />a~Kivities either sought from or granted by any of the affected landowners, the <br />Steamboat Valley Property Owners' Association, Inc., or the Town of Lyons <br />Failure to report or to include the azea of the improved roadway access and <br />stone hauling route to the authorized quarry azea allotment as permitted by the <br />Division of Minerals and Geology <br />
