baseline data or in excess of levels determined on adjacent nonmined areas"; or on alluvial valley <br />floors (AVF), until the essential hydrologic functions and agricultural productivity have been <br />reestablished. <br />With regard to Phase II bond release, the approved reclamation plan calls for: <br />Topsoil: <br />Topsoil replacement depth of six inches throughout the mine site except the AVF area which will <br />be replaced at 24 inches. <br />Reclamation Success Criteria: <br />Reclamation of the disturbed areas and determination of success criteria was revised by Technical <br />Revision 21. All data related to the reclamation success criteria is contained in Exhibit 5 of the <br />permit document. The following is a summary of the criteria: <br />At the Chimney Rock Mine, three vegetation communities will be reclaimed to include dryland <br />pasture, irrigated pasture, and rangeland wildlife habitat. The following discussion provides a <br />description of each community with the revegetation success criteria. The Vegetation Map (Map <br />6 of the permit) has been revised to reflect these communities and Table 10 presents a summary <br />of the revegetation standazds. <br />Species Diversity <br />Using the DMG-recommended method, the recl.anation success standard for species diversity in <br />the dryland pasture will be establishment of 2 cool season grasses, 1 warm season grass, and 1 <br />perennial fortis. In addition, each of these species must have a relative cover value between 3 <br />percent and 40 percent. Seed mixes for the dryland pasture aze provided in Table 11. The <br />rangeland/wildlife habitat will have the same diversity standard as the dryland pasture. Seed <br />mixes for the rangeland/wildlife habitat are provided in Table 12. <br />For the irrigated pasture, the reclamation standard will be establishment of 3 cool season grasses <br />and I perennial forb. Again, each species must have a relative cover value between 3 percent and <br />40 percent. The seed mix for the irrigated pasture is provided in Table 13. The mix was <br />determined using sampling data collected in the adjacent irrigated pasture area. <br />Vegetation Cover <br />The vegetative cover standard will be the same for all of the reclaimed vegetation types. However, <br />it will be calculated using the applicable reference area. The vegetative cover standard for a <br />reclaimed area will be 90 percent of the reference area as sampled at the time of revegetation <br />success analysis (see Table 10). <br />4 <br />
