-Public"Notice <br />.... r <br />US Army Corps Public Notice Number: 199475346 <br />of Engineers U~~J1lER Date: March 13, 1996 <br />Sacramento District ~°~ F~~%~ Comments Due: April 15, 1996 <br />7325 J Street <br />Sacramento, CA 95814-2922 <br />In reply, please refer to the Public Notice Number <br />TO WHfOM IT MAY CONCERN: <br />SUBJEt~T: Application for a Department of the Army permit under authority of Section <br />404 of the Clean Water Act (CWA) and for water quality certification under Section 401 of <br />the CW,~1 to continue fill and excavation activities associated with mining up to <br />approximately 70,000 cubic yazds of alluvium annually from the Dalton Pit located on the <br />Animas River, as shown in the attached drawings. <br />APPLI(;ANT: SANDCO, Incorporated <br />Attn: Mr. John Dillon <br />Post Office Box 1773 <br />Durango, Colorado 81302 <br />LOCATION: The project site, referred to as the Dalton Pit, is located approximately <br />sever, m es no,-t}r of ~~e City of Durango on the Animas River within Scx:tions 10 (S i/2 <br />of SE 1!4), 11 (SW 1/4 of SW 1/4) and 15 (NW 1/4 and NE 1/4 of NE 1/4), Township 36 <br />North, ]tange 9 West, La Plata County, Colorado. <br />PURPOSE: To continue excavating sand and gravel for commercial sale. <br />More specifically, the project purpose is to supply the general public and various <br />governmental agencies wrth sand and gravel products (including concrete) required for the <br />construction and maintenance of roadways; foundations and superstructures for commercial <br />buildings, hospitals, city and county buildings and all appurtenances; residences; railroad <br />bed ballast; pazking areas; bridges for highways and railways; drainage materials for <br />highway construction and superfund sites and all other private and publicly owned facilities <br />requirin; use of sand, gravel and concrete products. <br />PROJECT DESCRIPTION: The applicant excavates and removes an average of 30,QO~to <br />40,000 ~:ubic yards of sand and gravel annually from the Animas River. Excavation srtes <br />vary to accommodate sediment deposits that accumulate in different locations each year. <br />Mine sites aze selectively restricted to the most elevated sediment deposits lying above the <br />low water elevation of the river. Of necessity, the extraction of sediment cornctdes with the <br />seasonal periods of low stream flow that occur during late fall, winter, and early spring. <br />Sandco's mining operations utilize a variety of equipment including front end loaders, <br />scrapers, bulldozers, draglines, trucks and conveyors. <br />Excavations are made in areas physically sepazated from flowing water by using dikes built <br />with stnzmbed material. These dikes vary in location and configuration to accommodate <br />the azea being mined (see Typical Section drawing on sheet 7). The dikes prevent the entry <br />of sediment into the active river channel during excavation operations. <br />
