In addition, CEC is asked to reinstate Drawing No. KM-4-17, Sewage Disposal System Sections <br />& Details, into the PAP to provide a description of an approved structure, and to provide a basis <br />for demolition cost estimates; and to include additional information regazding monitoring and <br />water supply wells into the PAP. <br />The review also found that an increase in bond is required, and the Division proposes to require a <br />$146,098 increase in bond from the current $2,614,909 to $2,761,007. <br />Rule 2.03.4 Identification of Interests <br />The applicant has not identified owners and controllers above the first level of ownership. The <br />Division has decided to accept this level of information. <br />Rule 2.03.10 Other Licenses and Permits <br />Colorado Air Pollution permits have been allowed to expire, and APEN procedures now apply. <br />The information on page 124 of the PAP needs to be revised to reflect this change, and to be <br />consistent with the information on page 31. <br />Rule 2.05.4(2) Contents of the Reclamation Plan <br />A cost estimate is provided (PAP, page118 through 123). This cost estimate is the original <br />estimate. The most recent reclamation cost estimate accomplished by the Division, prior to the <br />one of this midterm review, is dated 1 September 1999, and totals $2,308,167. This estimate was <br />not made a part of the reclamation plan of the PAP nor was it developed by the Applicant. <br />However, ownership is inferred as the estimate was a basis for determining the current bond <br />coverage. See Section VI below. <br />Rule 2.05.6(1) Air Pollution <br />The permits of the air emissions plan (PAP, page 124) aze no longer in effect. The applicant now <br />operates under APEN procedures. The applicant is asked to update this section of the PAP. <br />Rule 2.06 Special Categories of Mining <br />In compliance by exception. There are no requirements for permits for special categories of <br />mining. <br />Rule 3 Performance Bond <br />A reclamation bond in the amount of $2,614,909 is in effect (Travelers Casualty and Surety <br />Company, . The Division finds that a bond amount of $2,761,007 is now required. <br />See Section VI below. <br />Pages of 7 Pages <br />
