Colorado <br />Gunnison, Colorado 81230 <br />(303) 641-0471 <br />Fax, (303) 641-1928 <br />FOR INTERNAL BLM USE <br />Memorandum `~ <br />To: Area Managez"; file <br />From: Realty Specialist <br />Subject: Columbine Paving Trespass meeting, June 9, 1994 <br />At 9:00 a.m. we held a meeting in the BLM/FS conference room to <br />primary issues of the contamination at the Columbine Paving asp <br />plant. <br />Those present included the following: <br />Mr. Randy Coffman, Owner/operator Columbine Paving <br />Mr. David Baumgarten, Gunnison County Attorney <br />Mr. Craig Ohlson, Office of Environmental Health, Gunnison County <br />Mr. Harry Tollef eon, Area Manager, BLM Gunnison Resource Area <br />Mr. Tom Hurehman, Realty Specialist, BLH Montrose District Office <br />Mr. Craig Hlacketter, Realty Specialist, BLM Gunnison Resource Ar <br />COC-56736 <br />use the <br />batch <br />It was determined that BLM would contact the Colorado Department o Health <br />through John Davie, Hazardous Materials Coordinator, BLM Montrose istrict. <br />The purpose of this initial contact would be to determine the prop r procedure <br />for formally notifying the State of the contamination problems ids tified in <br />the letter to Mr. Coffman dated May 27, 1994. <br />Everyone agreed that the notification would be by letter to the a <br />State office which would be signed by all three interests repress <br />meeting: (1) Gunnison County, (2) BLM Gunnison RA, (3) Randy Coff <br />intent is to make sure the State is aware that this is a cooperat <br />all three entities to solve the problem of the contamination. <br />When asked for some background information, Mr. Coffman said that <br />plant was in its current location since he acquired it. Operation <br />plant goes back to Colorado Department of Transportation, and more <br />Schmaltz Construction from which Mr. Coffman acquired it. Mr. Cof <br />has no knowledge of what contaminants may have existed at the site <br />assumed ownership of the operation. Hr. Coffman said that the sto: <br />next to the batch plant contains asphalt and the pit was conetruct~ <br />the tank to contain leakage; the pit does contain asphalt which le. <br />the storage tank. Mr. Coffman said the pit did not have a plastic <br />acknowledged that other stains on the ground in the area were petr~ <br />products. Mr. Coffman said that the batch plant was still being o~ <br />this time. Mr. Coffman said that all he wants to do is cooperate <br />the problems which have occurred. <br />Mr. Tollefson said that Mr. Coffman should remove from public land <br />barrels, drums and 5 gallon buckets but, until we receive the props <br />for cleanup actions from the State, the other tanks should remain . <br />Mr. Coffman agreed.
